Delhi Air Pollution: SC to Hear Petition Seeking Review of GRAP-4 on November 25


The apex court has taken the decision to temporarily ease its GRAP-4 restrictions in the Delhi-NCR region on November 25, as air quality has shown an improvement. The GRAP-4 extreme measures had been activated as the AQI had breached 450 a week back and hazardous levels were recorded. Now, it has slipped into the “very poor” category, reading 373.
What are GRAP-4 Measures?The Graded Response Action Plan categorizes four levels of action based on the levels of air quality as follows:
– Stage 1 (“Poor”): AQI 201-300
– Stage 2 (“Very Poor”): AQI 301-400
– Stage 3 (“Severe”):AQI 401-450
– Stage 4 (“Severe Plus”):AQI > 450

Under the fourth level, restrictions include the following:
– Heavy and non-essential vehicles will not be allowed to enter Delhi.
– Construction activities will be stopped.
– The schools remain closed except for classes 10 and 12 because all classes must attend online classes.
Observe the Supreme Court
The court was of the opinion to disapprove GRAP-4 as it mentioned loopholes in imposing restrictions on entry at truck stops and not keeping a check on other restrictions. It nudged the state governments and other stakeholders to institute enforcement measures, including putting up checkposts on each of the 113 entry points into Delhi.

Effect of GRAP-4
Though these measures are aimed at pollution control, they have paralyzed normal and economic activities. The judgment of the Supreme Court will balance necessities like environmental benefits against those of society and economy.
