The Winter Session of Parliament opened on Monday, 25 November 2024, but disruptions marred the beginning of both Houses with early adjournments. The Rajya Sabha was especially hit because Opposition leaders made a strong demand for a discussion over the “Adani scam” following alleged corruption through the business conglomerate. Parliamentary proceedings will resume on Wednesday, 27 November.
Special Commemoration for Constitution Day
A departure from regular proceeding will be seen as there will be no parliamentary sessions on Tuesday, November 26, instead, a special commemoration of the constituent assembly’s adoption of the Constitution in 1949 is planned as it completes 75 years today.
PM Modi asks for constructive debate
Even before the session, Prime Minister Narendra Modi targeted the Opposition for attempts at disruptions, referring to it as an effort to scuttle democratic processes. “Parties rejected by the people 80-90 times are now trying to control Parliament through hooliganism for their political gains,” he said. According to him, healthy debates are key for productive sessions.
**Government’s Legislative Agenda
It is reported that the Winter Session, scheduled to run till December 20, will tackle an ambitious legislative agenda with 15 bills on the list. The major proposals are:
- Merchant Shipping Bill: This proposes Indian maritime policies in tune with international treaties.
- Coastal Shipping Bill: This is planned to stimulate shipping industries in India.
- Indian Ports Bill: This aims at modernized governance and port infrastructure.
- Waqf Law Amendment Bill: Propose amendments to the legislative laws governing Waqf properties.
Other bills aims to address other critical national issues, reflecting government’s development priorities.
Opposition’s Strategy
The Opposition have clearly stated that they are going to keep pounding for discussions on the Adani issue and other contentious issues. The debates in the coming weeks will therefore be set by their demands for greater accountability and greater transparency.
When Parliament resumes, it is likely to be defined by a face-off between the government’s legislative plans and the Oppositional demand for scrutiny of them.
